Rowing is not a resistance based exercise, it is aerobic based exercise.

 

That being said it does develop and tone the body, but not in the same way that resistance (weight) based training.

 

Resistance (weight based training) is relies on damaging the individual muscle cells by overloading them. And relying on the bodies natural instinct to repair the muscle cell in a larger, more robust form. Hence muscle growth/strengthening.

 

Importantly each of is has a genetically defined number of muscle cells. Resistance training does not grow more muscles, it simply damages and regenerates the muscle cells we have.
